This is where we'll announce what's happening in Belmont County GIS.  The most recent information is listed first.  See news from prior years for a historic review of the status of GIS in Belmont County.

December 2015

Bridgeport parcel cards are now online.  Shadyside cards are online.

The CCAO/CEAO Winter Conference was December 6-8, Columbus.  Included were sessions on ArcGIS Online (AGOL), the Parcel Fabric and OGRIP status.

The Professional Land Surveyors of Ohio Annual Conference is set for Feb. 10-13, 2016 in Dayton.  The Ohio Valley Chapter elected officers for 2016 at their December 3 meeting as follows:  President, Al Smith; Vice President, Don Kyer; Secretary, Michael Fox; Treasurer, Richard Celestino; Delegate, Michael Austen; Alternate Delegate, Steven Hill.  Officers at the State level for 2016 will be President, Ken Taylor; President-Elect, Charlie Harkness; Secretary, Don Pickenpaugh; Treasurer, Robert Patridge, Jr.; NSPS Director, Bob Akins; Immediate Past President, Steven McCall.

November 2015

GIS Day was Wednesday, November 18.  The Belmont County Commissioners proclaimed GIS Day by Resolution at their regular meeting.  A write-up appeared in the November 27 Times Leader.

Positive comments were received from the Commissioners, County Engineer, EMA Director, Oil and Gas Coordinator and the public.  Also in attendance were the Director of the Department of Development/Community Improvement Corporation, and officers of Draft-Co, Inc.  For a copy of the handout, click here.

Dustin Reed's GIS Class from Belmont College visited the GIS Office on November 30, 2015 during their evening class hours for a real-world explanation of the county's GIS.

It is anticipated the remaining parcel cards will be scanned and made available online during the semester break in December-January with the help of a returning college student.

October 2015

Scanned parcel cards are online for the Village of Powhatan Point, making about 87% of parcel cards available online.

Scanned parcel cards are online for all of Flushing Township, including the Villages of Flushing and Holloway.

Scanned parcel cards are online for all of Pease Township, except the Village of Bridgeport.

Scanned parcel cards are online for all of Richland Township and for the City of St. Clairsville.

Cards are online in shaded areas.

If the parcel is in an area which has been completed, an additional hyperlink will appear for that parcel record at the top right of the table:

September 2015

Scanned parcel cards are online for Richland Lots, Subdivisions A-N.

More fields are now hyperlinked in the online tabular parcel data - DATE (transferred) and CAB/SL.  Search options have also been added to the main menu for Cabinet/Slide, Volume/Page, Transfer Date, and Acreage.  The Acreage option will return records +- 5% of the entered acreage value; e.g., a search for 100 acres will return parcels with an acreage of 95-105 acres.  Clicking on a hyperlinked Transfer Date will list all parcels transferred that date.  Note that Cabinet B records may return parcels in more than one subdivision as multiple plats can be at the same Cab/Sl reference.

The PLSO Fall Seminar was October 7-10 in Sandusky, Ohio.

August 2015

Additional fields are now hyperlinked in the online tabular parcel data - LNAME, PARCEL, TWP/SEC/T/R, and SUBDIV - to allow the user to easily perform another query without starting over.

Scanned parcel cards for Martins Ferry are now online.

Scanned parcel cards for Richland Township, non-subdivision, non-municipal parcels, are now online.

July 2015

Scanned parcel cards for Martins Ferry, Last Name A-C, are now online.

Scanned parcel cards for Colerain Township and Mead Township are now online.

June 2015

New features have been added to the Aerial Mapping web mapping page.  Layers for deed distances, monuments, subdivision polygons and land hooks have been added.  These layers continue to be built.  Improved fire district polygons have replaced the former fire district mapping.  The error triggered by an address search has been fixed.  Barnesville parcels are now online.  Work continues to integrate other parcel project areas surrounding Bridgeport, and parcel conversion is continuing for Martins Ferry, with St. Clairsville planned next.

Scanned parcel cards are online for Pultney and Wheeling Townships.

Scanned parcel cards for Holloway are now online.

Parcel cards have been scanned for part of Colerain Township, and will be added to the web site after renaming is complete.

CEAO's Land Records Conference was June 16.

Fort Steuben's annual Ohio Valley Frontier Days were June 6-7, 2015.

This was an opportunity for volunteers and staff from the Professional Land Surveyors of Ohio to talk to visitors about the creation of the Old Seven Ranges from 1785-1787 and how that survey system is still the basis for parcel descriptions today.

May 2015

Scanned parcel cards for parcels in Union Township are now online.  Pultney Township cards are being scanned.

Scanned parcel cards for Brookside are now online.

If the parcel is in an area for which scans have not yet been completed, the hyperlink will not appear at all.  If the card for a completed area is missing or misfiled, you will get a pdf stating there is no scan for this parcel.  If there are multiple cards for the parcel, such as for combines, the pdf will contain multiple pages, one for each card.

Updated tax map scans for 2015 are now online for all townships and municipalities. The 2014 tax maps are available as well, along with 2003-2013 scans.

Scanned parcel cards for Bethesda are now online, making 25% of county cards available online. 

Barnesville parcel transfer cards are online, making 23% of the county parcel cards online.

April 2015

Barnesville parcel transfer cards are online for last name A-J, M-R and T-U, with a few exceptions.  Goshen Township and Warren Township parcel transfer cards are all online, making 20% of the county parcel cards online.

Aerial imagery downloads for 2001, 2006, 2011 and 2014 have been updated to .zip files, replacing the former .exe files which caused security concerns.  Each zipped file contains the .sid image and .sdw world file for the MrSID format imagery.

March 2015

Warren Township parcel transfer cards are being scanned.  Sections 1-12 are online for non-subdivision parcels.

The 2014 OSIP imagery has been added to the Aerial Swipe tool on the Aerial Mapping page.  The 2014 imagery tiles have been added to the Download Aerial Photos item in the Legend.  We found a Shift-F5 or Shift-Refresh in Internet Explorer or Chrome is required before the download report box and link will appear.

The GIS Office welcomes the addition of a technician!  Dustin Reed moved to the GIS Office March 4 from the courthouse.  He has been replaced by Rob Barr, who had formerly occupied that technical position in the 1990's.  Dustin is an avid student of GIS and is already making a difference.  Welcome, Dustin and Rob.

Scanned parcel transfer cards are now online for parcels in Smith, York, Washington, Kirkwood and Somerset Townships and the Villages of Yorkville and Fairview.  About 12% of parcel transfer cards are now scanned and online, including Wayne Township and the Villages of Wilson, Morristown and Belmont done previously.

February 2015

Scanned parcel transfer cards are now online for parcels in Wayne Township and the Village of Wilson.  See the January News for details.  Along with scans for the Villages of Morristown and Belmont, this makes about 3% of the total parcel count to date.

Imagery has been obtained for Belmont County from OGRIP of the 2014 OSIP.  The 5000'x5000' one-foot resolution tiles have been compressed to MrSID Generation3 format.

January 2015

Scanned tax maps from 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012 and 2013 have been added to the Tax Maps page.

Due to the continuing large amount of traffic in the courthouse, and to many requests from abstractors, scanning of parcel transfer cards has begun!  To date, the Villages of Morristown and Belmont have been completed and are online. Scanning of Wayne Township is underway.  This is a large project as there are over 65,000 parcels in the county. 

If the parcel is in an area which has been completed, an additional hyperlink will appear for that parcel record at the top right of the table:
